Houston floods. Between Gulf systems, bayou overflow and flat ground that drains slowly, this is one of the most flood-exposed metros in the country — and flood is the one peril your standard homeowner policy specifically does not cover. It sits under a separate NFIP policy or a private flood policy, with its own rules, its own forms and its own deadlines.

Those rules catch people out. NFIP claims are settled on actual cash value for most residential structures, contents coverage is optional and often missing, and the program runs on a sworn Proof of Loss that has to be complete and on time. Flood insurance is not homeowners insurance

The single most expensive misunderstanding in a Houston flood loss is assuming one policy covers it all. Rising water from outside — a bayou over its banks, storm surge, sheet flow across a saturated yard — is flood, and it is excluded from your homeowner policy. Water that comes through a wind-damaged roof during the same storm is not flood; it is a windstorm loss under a different policy with different limits.

Most serious Gulf Coast losses are both at once. Getting the split right is not paperwork pedantry — it decides which policy pays for which room, and whether you collect under one limit or two. Carriers on each side have an incentive to point at the other. We document the causation so both claims are supported rather than each being used to deny the other.

Deadlines that end flood claims early

NFIP claims run on a shorter clock than most policyholders expect, and the sworn Proof of Loss requirement is unforgiving: an incomplete or unsupported form is grounds for denial regardless of how real the damage is. Extensions are sometimes granted after a declared disaster, but they are not automatic and they are not something to plan around.

The practical consequence is that flood documentation has to happen before restoration crews finish. Once the flood cut is made, the contents are hauled to the kerb and the drying is done, the proof you needed no longer exists. If you have already started mitigation — and after a flood you often must, for health reasons — photograph everything first and keep the debris list.

    We present the documentation, respond in writing to the carrier's position, and work the gap between the two estimates — through appraisal if it comes to that.

  5. Settlement and follow-through

    We track the actual cash value payment, the recoverable depreciation holdback and its deadline, and any supplemental claim as the rebuild uncovers more.

Does homeowners insurance cover flood damage in Texas?

No. Standard Texas homeowner policies exclude flood, which is defined as rising surface water including storm surge, bayou overflow and sheet flow. Flood is covered under a separate National Flood Insurance Program policy or a private flood policy. Water entering through a storm-damaged roof is a different peril and is generally covered by the homeowner or windstorm policy.

Can a public adjuster handle an NFIP flood claim?

Yes. A Texas-licensed public insurance adjuster can represent you on a National Flood Insurance Program claim, including preparing and supporting the sworn Proof of Loss. Because the NFIP has strict documentation and timing requirements, having the file assembled properly the first time matters more on flood claims than on almost any other peril.

What is Increased Cost of Compliance and do I qualify?

Increased Cost of Compliance is an NFIP benefit that contributes toward elevating, relocating, floodproofing or demolishing a building that your local floodplain official has declared substantially damaged. It is separate from the building coverage payment. Many eligible policyholders never claim it because the substantial damage determination and the ICC filing are handled by different offices.

My flood claim was denied. Is there anything I can do?

Often yes, particularly where the denial is procedural — a Proof of Loss that was incomplete, unsupported or filed late — rather than a genuine coverage exclusion. Appeals and supplemental claims have their own deadlines under the program, so a denied flood claim should be reviewed quickly rather than set aside.

How is flood damage valued — replacement cost or actual cash value?

Under the NFIP, single-family homes that are your principal residence and insured to at least eighty per cent of replacement cost can be settled at replacement cost for the building. Most other structures, and contents in every case, are settled at actual cash value — meaning depreciation is deducted. Knowing which basis applies to your property before you agree to a figure is essential.
