For Texas Gulf Coast property, catastrophic coastal inundation is a real exposure. The insurance treatment is where it gets complicated. Coastal inundation is flood, which means the NFIP or a private flood policy — not homeowners. Wind damage from the same event sits elsewhere. Which policy pays for coastal inundation

Water driven inland by a storm — surge, wave wash or tsunami — is flood under the standard definitions used in Texas. It is excluded from homeowner policies without exception, and it is claimed under the NFIP or a private flood policy. Wind damage from the same storm is claimed separately.

In a severe coastal event, the majority of the physical loss is usually water, but the wind component is rarely nil, and it is often what determines whether the interior of a partially standing structure is paid at all. Both claims need documenting from the same site visit, because a second visit weeks later will not find the evidence still there.

Substantial damage determinations and rebuilding

After a major coastal event, local floodplain administrators assess whether damaged structures meet the substantial damage threshold — generally where repair cost reaches half the pre-loss market value. A substantial damage finding triggers a requirement to rebuild to current floodplain standards, which usually means elevating.

That determination carries real money with it. It opens the Increased Cost of Compliance benefit under the NFIP, and it changes what the rebuild has to include. Property owners frequently receive the determination letter, understand it as bad news, and never connect it to the ICC claim it entitles them to file.

Is tsunami or storm surge damage covered by homeowners insurance?

No. Tsunami and storm surge are treated as flood under standard Texas policy definitions and are excluded from homeowner policies. Cover comes from a National Flood Insurance Program policy or a private flood policy. Wind damage from the same storm is claimed separately under the homeowner or windstorm policy.

Can a tsunami happen on the Texas Gulf Coast?

It is uncommon but not impossible — the Gulf of Mexico has recorded tsunami and seiche events generated by submarine landslides and seismic activity. Far more frequently, Texas coastal property faces the same physical loss from hurricane storm surge, which is handled under the same flood coverage and documented the same way.

What is a substantial damage determination?

It is a finding by your local floodplain administrator that the cost to repair a damaged structure equals or exceeds half its pre-loss market value. It requires the structure to be rebuilt in compliance with current floodplain regulations, usually meaning elevation, and it makes the property eligible for the NFIP's Increased Cost of Compliance benefit.

How is a total loss valued on a coastal property?

It depends on the policy basis. NFIP building coverage settles most structures at actual cash value, with replacement cost available for a principal residence insured to at least eighty per cent of replacement value. Establishing pre-loss condition, square footage, finish level and replacement cost is the core work, and it has to be built from records where the structure itself is gone.

My coastal property was destroyed and I have both wind and flood policies. What do I do?

File both claims immediately and have the causation documented in a single site visit, before debris removal begins. Each carrier has an incentive to attribute the loss to the other peril, and once the site is cleared the evidence that allocates the damage no longer exists. Getting a complete record first is what keeps both claims viable.
