Under NFIP rules, an enclosed area below the lowest elevated floor has severely restricted coverage — generally limited to specific building elements and essential equipment, with contents in that space largely uncovered. Stairs, decks, and utilities serving the elevated structure have their own treatment. Knowing what is actually insured down there before the next event is worth an hour of anyone's time.

The flood policy nobody was required to buy

Much of the Dickinson damage in 2017 happened to homes outside the mapped hundred-year floodplain, where no lender required flood insurance and most owners did not carry it voluntarily. That produced a large uninsured loss across the community.

The lesson is that a flood map is a regulatory and pricing instrument, not a prediction. If you are in Dickinson without a flood policy because you are not required to have one, that is a decision worth revisiting rather than a risk that has been assessed away.

I flooded but I was not in a flood zone and had no flood policy. Is anything recoverable?

Rising water is excluded from homeowner policies regardless of flood zone designation, so that portion is not covered without a flood policy. What is worth examining is whether any part of the loss entered through a wind-created opening, which would be a windstorm claim under a different policy.

How are wind claims handled differently in Dickinson?
